The 6-4 Hupper pitched 88 innings for Skagit Valley Community College last season, finishing with five wins, a pair of saves and a 1.74 Earned Run Average. He also struck out 79 batters, while walking just 19. The Burlington, Wash., native also earned a spot on the 2004 NWAACC north division all-star team.
Balcom, a native of Maple Valley, Wash., tied a school record with 49 strikeouts in 2004 at Green River Community College. A NWAACC west division all star, he posted four wins and a 2.73 ERA in 52.2 innings pitched.
The two pitchers join junior college infielders Frankie Perez and Scottie Colt, who signed on with the Hilltoppers earlier in the signing period.
